Intergovernmental Roundtable Held To Discuss Potential Pipeline Protests

PIERRE, S.D. – In light of the Dakota Access Pipeline protests which occurred in North Dakota, South Dakota’s state and tribal law enforcement are having public safety discussions. The first strategic planning meeting was held on Friday, April 28, in Mitchell, where participants discussed potential pipeline protests.

 

Tribal Relations Secretary Steve Emery, who attended the roundtable, described the meetings as an opportunity to work together and keep communications open so citizens can exercise their rights in a safe, lawful manner.

 

“It’s important that we bring tribal and state officials together to address possible protests,” said Secretary Emery. “These talks also open the door to discussions of other significant issues law enforcement face throughout the state; issues such as drug use, emergency management, and police training. There are a number of areas where we can work together.”

 

Other roundtable attendees included: Secretary Trevor Jones, Department of Public Safety; Col. Craig Price, SD Highway Patrol; law enforcement officials from the Flandreau Santee Sioux Tribe and Yankton Sioux Tribe; and representatives from the Division of Criminal Investigation.

 

“Communication with other agencies is key. In our communities, we serve both native and non-native. The tribe and the state are in this together,” said Yankton Sioux Tribe Chief of Police Chris Saunsoci.

 

Two additional regional public safety roundtable discussions are scheduled in Pierre and Wall for this month.

Dakota Access Pipeline: More Than 100 Arrested

Authorities used pepper spray and fired bean bags at activists demonstrating against a controversial North Dakota oil pipeline as the standoff there reached a new peak Thursday, according to officials.

Armed soldiers and police in riot gear removed the demonstrators using trucks, military Humvees, and buses Thursday afternoon, according to The Associated Press. Two helicopters and an airplane scanned the operation from the air.

At least 141 protesters were arrested as of midnight Thursday (1 a.m. ET) after law enforcement slowly closed in and tensions escalated, the Morton County Sheriff’s Department said in a statement.

Seven protesters used “sleeping dragon” devices, which typically involve PVC or other pipe, to attach themselves to items, and fires were set on a highway and improvised fire bombs were thrown at law enforcement, the Morton County Sheriff’s Department said in a statement.

One woman allegedly fired three shots from a revolver at police, an emergency services official said. No one was hit.

The chairman of the Standing Rock Sioux Tribe criticized law enforcement’s “militarized” response to the camp and called for demonstrations to remain peaceful, but stressed that activists would not give up their cause.

Dakota Access Pipeline Company Attacks Native American Protesters with Dogs and Pepper Spray

On September 3, the Dakota Access pipeline company attacked Native Americans with dogs and pepper spray as they protested against the $3.8 billion pipeline’s construction. If completed, the pipeline would carry about 500,000 barrels of crude per day from North Dakota’s Bakken oilfield to Illinois. The project has faced months of resistance from the Standing Rock Sioux tribe and members of nearly 100 more tribes from across the U.S. and Canada.

Sioux Falls City Council 3/8/16 Dakota Access Pipeline Easement Re-Vote

On 3/8/16 The Sioux Falls City Council tried to pass an ordinance to grand an easement to the Dakota Access Pipeline but the ordinance failed even though the majority voted yes 4-3 because the city charter requires at least 5 yes votes to pass an ordinance.  Some members of the council did not realize that was a rule and therefore asked for a re-vote where the ordinance passed.
